New One-Way system on Penny Street in Blackburn

From 31st January 2011, traffic (apart from buses, taxis and cycles) cannot go the whole length of Penny Street when turning in from Barbara Castle Way.
You can go as far as the new roundabout, then onto the car park if you need to.
From that point on, the restrictions apply.
